Fire Special Assessment District Letter Explained

Public Act 33 of 1951 (MCL 41.801, et seq) authorizes townships to purchase, house or operate police or fire equipment. The Township has for many years now collected two special assessments for fire from the unincorporated portion of the Township as well as the Village of South Rockwood but excludes the Village of Estral Beach as they have their own fire department. The law mandates that townships must specially assess for fire under PA 33 at a millage rate on taxable value. Together the Township could have collected up to 2.5 mills between the two special assessments which expired in 2020 and 2021. Fire assessments are applied only to real property that is not exempt from the collection of property taxes pursuant to the General Property Tax Act.

1. Pay per Call Assessment: Township Fire Pay per Call Special Assessment District 2013-01 expired in December of 2020. It permitted an assessment of up to a 1/2 or .5 mills for pay per call funding for firefighters. Prior to that, Fire Pay Per Call Special Assessment District 2004-03 provided for an assessment of up to .5 mills was collected from 2004 through 2012.

2. Fire Protection Assessment: Township Fire Special Assessment District 2016-01 expired in December of 2021. It permitted an assessment of up to 2 mills for general fire protection purposes. Prior to that ,Fire Special Assessment District 2010-01 of up to 2.0 mills was collected from 2010 through 2015.

The currently proposed special assessment for fire protection of up to 2 mills (2022-01) will replace both special assessments which expired in 2020 and 2021 and is actually a proposed decrease in the maximum millage that can be assessed from “up to 2.5 mills” down to up to a maximum of “up to 2.0 mills”. Special Assessment 22-01 will provide for pay for the firefighters and for funding of the Fire Department. The Fire Department Budget for 2022 which establishes the funding needed to support our Fire Department is on file at the Township Clerk’s Office and available for review upon request.
